NEW YORK | Thursday, July 7, 2011 5 pm EDT

NEW YORK (Reuters)--JPMorgan Chase & Co is close to storage past Bank of America Corp. to become the largest bank of the United States, but it will probably get there in a special way - by shrinkage less than his rival.

JPMorgan Chase and Bank of America is more small as they shake the excesses of the years preceding the financial crisis.

JPMorgan becomes the greatest, Chief Executive Jamie Dimon could see the posting of its prudent management before and during the crisis. Fall of Bank of America for the second would illustrate how former Chief Executive Ken Lewis saddled the Bank with bad acquisitions that dampen the current CEO Brian Moynihan.

But the biggest would not better. Most do not reflect the necessarily to superior profitability, or a higher value of the market. Regulators of the World Bank are requirements of capital high on the largest banks and threatening the capital charges even higher if they grow.

"Big is a burden that it is a right, extol", said Gary Townsend, Chief Executive Officer of Hill-Townsend Capital, Chevy Chase Asset Manager, currency manager Maryland that specializes in financial stocks and owns shares in two banks.

It is a switch from the years when Bank of America was to buy banks to satisfy the American appetite for borrowing more, said Ray Soifer, an analyst with long date Bank and the now industry consultant Soifer consultant in Green Valley, Arizona.

"More big was better and banks were happy to be at the top, said Soifer.".

JPMorgan has gained ground on Bank of America for three straight quarters. At the end of March, 2.20 trillions of dollars of JPMorgan of assets were only 3.4% of 2.27 $ trillion short in Bank of America. JPMorgan is already the most valuable Bank on the stock market, with its equity in a value of 50% more than Bank of America.

Analysts differ from how long the switch could happen. Matt O'Connor of Deutsche Bank is JPMorgan, becoming the end of the year. Paul Miller of FBR capital markets, said that it will be the next 12 to 18 months.

But however long the need, analysts agree that neither Bank will be a stretch.

"It is really to be shrinking the least," said Gerard Cassidy, RBC Capital Markets analyst.

Even if JPMorgan becomes largest US Bank by assets, it would be greatest in the world. The Bank is about 600 billion of this title, and there are six other banks between it and the most important. This honour to the last Earl went to BNP Paribas SA. (For a list of the largest banks in the world, double click on: r.reuters.com/zyq52s)

JPMorgan spokesman Joseph Evangelisti has refused to comment on.

COUNTRYWIDE A BIG MISTAKE

The trend towards the bottom of the United States does not follow a straight line. Banks sometimes temporarily pump of budgets to manage their interest rate risks, said Soifer. And there may be times along the way in borrowing by business loans, as just happened.

Federal Reserve data show that the assets of 25 large banks increased half of one percent in the second quarter, mainly due to several business loans.

In General, analysts said, the banks are not more likely to develop, but now that their clients are attempting to retake their way to happiness on the strength of the rise in the price.

Bank of America and JPMorgan have specific reasons to shrink. To begin with, they have the portfolios of bad assets just before or during the financial crisis. JPMorgan Chase has still more than 80 billion of mortgage loans and credit card credit of low quality, widely acquired when he returned to the lender failed Washington Mutual in 2008.

On 31 March, Bank of America has more than 100 billion of loans in the runoff, primarily in a portfolio that shrank Division maintenance well trained legacy in January. Many of the assets are loans mortgage or loans to have acquired Countrywide Financial, it was purchased in 2008.

The two banks are likely to leave these mature loans without new to replace them, a process called "off running" active.

The acquisition of the country was a particularly important for Bank of America, said Miller of FBR. The agreement has already cost the Bank and more than 20 billion from its capital, said. Part of this money will the door in settlement of $ 8.5 billion these past the Bank of the claims of the guarantee by institutional investors sold more than 22 allegedly defective mortgage-backed securities Countrywide.

Bank of America is selling assets and closure even certain branches of the Bank that it tries to strengthen its balance sheet by getting smaller.

Objective of the Bank is "to balance the amount of assets and the risks," said Jerry Dubrowski, a spokesman for Bank of America. "With the greatest quantity of goods make you the best financial services provider and, for the moment, we're focused on this.".

NEW YORK | Wed Jul 6, 2011 2: 38 pm EDT

NEW YORK (Reuters) - As the standoff over raising the government's borrowing limit enters its final month, it's becoming harder for investors to avoid thinking the unthinkable: the world's most trusted borrower could soon renege on its debt.

The U.S. Treasury says it will be forced to default on its obligations if Congress does not raise the $14.3 trillion debt ceiling, which caps how much it can borrow, by August 2.

The Treasury has not specified which bills it wouldn't can't pay, but the prospect of its missing interest or principal payments on any outstanding debt is a terrifying one for Wall Street.

Even a temporary default would erode the United States' status as the world's most powerful economy and the dollar's role as the dominant global currency.

"It would be catastrophically bad to tell the world that the United States is willing to default on its obligations," said Gregory Whiteley, who helps manage $12 billion in assets at DoubleLine Capital in Los Angeles. "even if the default only lasted a few days, the precedent would be set."

A default would undermine confidence in Treasuries, the world's safest asset and the benchmark for the global bond market, particularly if ratings agencies were to cut the United States' prized AAA credit rating.

If investors start demanding higher returns for holding riskier U.S. debt, the rise in bond yields would crank up borrowing costs for consumers and businesses. This in turn could tip a still fragile economy back into recession.

QUANTIFYING THE UNTHINKABLE

Republicans in Congress want the White House to commit to deep spending cuts before lifting the ceiling while Democrats favor adding tax increases on the wealthy. Talks collapsed two weeks ago, compromised and seems far off.

Even so, investors are not panicking. The benchmark 10-year Treasury yielded 3.09 percent on Wednesday. While above its 2011 low of 2.84 percent hit last week, that was still far below where it would be if markets felt default was imminent.

"I don't think the majority of Congress is so stupid as to visit an actual default on the United States," said David Kelly, chief market strategist at JPMorgan Asset Management. "Their constituents would never forgive them for playing fast and loose with the credit-worthiness that it took 230 years to build up."

But as the deadline nears, markets may grow more restive.

Standard and Poor's told Reuters last week it would waste no time cutting the top-notch U.S. credit rating if Treasury missed a $30 billion debt payment on August 4.

Robert Tipp, chief investment strategist at Prudential Fixed Income, with $240 billion in assets, said long-term interest rates could swiftly rise by up to 50 basis points.

Based on the projected budget deficit, that amounts to an extra $70 billion in interest costs - a fairly hefty price to pay for a country already facing a large debt burden.

Robert Brusca, chief economist at Fact and Opinion Economics, reckons a default could be a lot more costly, knocking Treasury prices down 5 to 10 points in a day - a violent and unusual move. "this could be a horror show."

DOLLAR AT RISK?

The turmoil would likely spread far beyond the bond market as Treasuries are the one invariably accepted worldwide asset as collateral. A downgrade could result in margin calls, unleashing a wave of selling in stock and other markets.

In a note to clients this week, Priya Misra, head of U.S. rates research at BofA-Merrill Lynch, suggested owning some S & P 500 "puts" in case the debt ceiling is not raised by August 2.

The dollar would be vulnerable, too. As the global reserve currency, it dominates world trade and is the one in which central banks store most of their savings.

Purpose if the "full faith and credit" of the U.S. government comes under question, that would plant "a seed of doubt" for global investors, said Barclays chief currency strategist Jeffrey Young, and could erode the dollar's unique status.

Foreigners hold more than half of outstanding dollar-denominated U.S. government debt. China alone holds more than $1 trillion, according to Treasury data.

Even if Treasury were to make good eventually on missed payments, "there's no way to guarantee to foreign investors that the dollar, having sold off on a debt ceiling breach, will go back to where it was once things are resolved," said Steven Englander, who heads G10 FX strategy at Citigroup.

The short-term impact would likely boost the yen and Swiss franc, already up 10 percent against the dollar this year, short-circuiting a typical safe-haven bid for the greenback.

In the longer run, it could boost the euro.

"there have been plenty of warnings from around the world, notably China, that the United States is playing with fire," said Douglas Borthwick, managing director of Faros Trading.

"They wouldn't can't be able to dump $1 trillion in Treasuries overnight, but over time, they will probably prefer to hold European debt, given the Europeans look like they're willing to deal with issues deficit, while the United States does not."

PAINFUL BUT NOT A DISASTER

Some contend failure to lift the debt ceiling need not end in disaster. Whiteley said Treasury tax revenues are sufficient to cover immediate interest and principal payments.

"Goal if you tell retirees we're not sending social security checks this month we will be paying our Chinese debt holders, that makes for an uncomfortable situation," he said.

A few Republicans have even said a "technical" default that involves missing a few payments is manageable.

There's room for debate there. In 1979, Treasury was late in three more than $100 billion of Treasury bills but that episode did not have a lasting effect on U.S. credibility.

However, that incident was the result of a freak printing problem, according to Richard Marcus, a finance professor at the University of Wisconsin-Milwaukee who later co-wrote a paper on the episode. Marcus' research did find it resulted in a 60-basis point interest rate premium on T-bills.

"people knew it was temporary, and I think that does make a difference," he said. "So it depends on how Loescher it is." "But I think it is a bad idea to miss payments, whether you are a homeowner, a company or a government."

LONDON | Tue July 5, 2011 1 pm EDT

London (Reuters) - remote permanent long-term investors of the Greek debt crisis want to holders of its bonds lost large enough to reduce the debt of the countries to sustainable levels before contemplating return.

The Greece expected always default at some point and most investors who dumped bonds over the past two years and which are crucial to the economy sick on his feet, the longest is delayed, it will be before to watch Greek assets again.

A likely second rescue plan--currently being negotiated tortuous - is considered only as a way to save time for banks in the euro area in the provision for possible losses and protect most important contamination block economies, while the reforms attached to the package will be difficult to implement with the deepening of public resentment.

"We would buy if the economy is able to reform itself and the banking sector is self-funded, but I do not think that will happen on a view of five years," said Russell Silberston, head of global rates of Investec Asset Management, which manages assets in fixed income securities, with a value of 31 billion worldwide.

"Our view is that they also need to default before that."

The Minister of finance Greek Evangelos Venizelos told Reuters Monday, he intended to return to the market of financing in 2014.

Most investors do not believe that would happen without a significant restructuring make sustainable the mountain of the Greece debt and remove it from the downward spiral of constant deficit cutting which will destroy any chance of economic recovery.

"For the Greece, starting on is the only solution," said Kommer van Trigt, a Fund of the Robeco Group liaison Manager, manage approximately 40 billion euros (57 billion dollars)

Silberston said that "first failure" is close that the proposal of the France for a voluntary transfer of Greek debt appeared to be gathering momentum. But that would not solve the problem of the creditworthiness of the Greece.

With a debt expected to reach 1.6 times its 2011 economic production, economists say that Greece would require a budget primary surplus by about 5 percent of gross domestic product, compared to 5 per cent primary deficit last year, just to stabilize its current debt.

On the assumption that the ratio of debt to the Greece GDP would peak at 166%, changing values securities calculations show a haircut of approximately 64% would be necessary to bring the ratio back to the 60% ceiling agreed in the Treaty of Maastricht of the EU.

The curve of Greek debt fully price in a cut hair by 50 per cent on average, according to UniCredit. But impose losses on holders of bonds prior to earn credibility may be in vain.

Silberston of Investec said outside a hair cut, he did not want to see several areas of primary surplus achieved in a sustainable manner and not through revenue from privatization - before you buy Greek debt.

"The big problem with a hair-cut major is that... you must always have a premium high for people to buy debt Greek after this date because if you look historically at cutting hair, they are generally not in a vacuum," said Jack Kelly, Director of investment obligations of a global state of Standard Life investmentswhich manages assets, $ 157 billion pounds ($250 billion).

GOOD MARKET IS NOT SUFFICIENT

After an immediate Greek failure was avoided with 12 billion euros of emergency loans and a new round of belt-tightening measures agreed in Athens, on part of its debt yields fell more than 200 basis points.

But more than 27% for paper, two years and 16% for the 10 years they are still high painful. Only short-term investors were behind the rally, which was also exacerbated by thin volumes.

Kelly said Standard Life, which has sold its remaining assets of Greek debt in June 2010, would only buy it if it reaches to new investment grade or in the framework of a common EU liaison, something Germany excluded.

Well noted above junk, the Portugal and the Ireland, other countries was out of the euro area, are also considered an equipment by investors of the long-term debt due to the risk that they will be dragged down with the Greek crisis.

But these countries have a chance to overthrow the things faster than the Greece. The best is the Ireland, whose exports are more competitive and more flexible labour markets.

"The numbers are a little better for the Portugal and the Ireland," said van Trigt Robeco group. "At this time we are not really differentiate between Greece, the Ireland and Portugal.". Go ahead, a country such as the Ireland has a better starting position. »

THE RIGHT TO AWARD

With the timing and magnitude of any haircut of Greek debt difficult to predict because the policy plays a more important role that mathematics, it is difficult to assess what price would attract investors in Greece.

A common comparison is debt Uruguay restructuring in 2003, when the price of its 2012 bond spent an estimated 40 to 60 cents of the dollar immediately after the event.

June 2020 binding Greece trades to 55 cents in the euro area.

"The price of less than 50, there will be value of eight or nine years obligations (Greeks) at some point," said Ciaran O'Hagan, strategist at Societe Generale. "But only when accounts, for example through the restructuring."

Which is only valid if the Greece to avoid a unilateral and disorderly default as the Argentina in 2002. He organized the swaps of substantial debt in 2005 and 2010 yet still excluded from debt markets.

Before any haircut could provide opportunities to buy on the view that holders of Greek bonds were too pessimistic about the extent of such a move in the price of the market. But it would not Greece, as these investors can bail shortly after and their expenses would be low.

"Those that would be incredibly hot money,", said Robert Talbut, investment officer head at London Royal Asset Management, which manages assets, a value of 40 billion pounds ($64 billion). He added that he would not take that risk. ($1 = 0,626 GBP) ($1 = 0.705 Euros)

Analysis: BofA should now focus on Basel III levels (Reuters)

NEW_YORK, July 1 IFR)-the Bank of America Corp. (BAC).(N) decision to solve mortgage, with a value of 14 billion sustained liabilities related to securities may have increased the price of its shares and bonds, but it has been more behind his peers in the race to accumulate sufficient capital to be compliant with Basel III.

BofA this week, announced a settlement, still pending approval of the Court, brings changes to practical services and a payment of $ 8.5 billion to the trustee, trusts of RMBS Countrywide heritage 530.

Bank of America CEO, Brian Moynihan, said the sizable charge takes the Bank will impact reports level 1 by approximately 50bp Basel I standards. Analysts have said that the expectation was for BofA to hold common equity core Tier 1 equivalent to 6.75%-7% of weighted assets (RWA) in early 2013.

That compares to Citigroup (C.N) expectations of having around a common equity ratio of 8 to 9% of level 1 at this time. JPMorgan (JPM).(N) says that it is already at 7.3% common level 1 guidelines of Basel III and analysts expect it will be around 10% by the start of 2013.

According to Goldman Sachs, all the major banks American except for Citi and BofA are today reaches or exceeds a ratio of equity share of 7% of level 1 on a fully-gradually in the Basel III database, even if they have not yet start implementing Basel III guidelines until January 2013. CITI is currently estimated at approximately 6.1% and BofA 5.4% under Basel III.

It is not to be a race. Most analysts all the greatest expected to conform to the date limit implementation 2019 if the Fed requires that all the requirements of capital of Basel III, including the the additional 1 to 2.5% Tier 1 common equity surcharge systemically important banks need (G-SIBS), US banks. And it is without having to issue shares.

But in a world where markets and regulators are fixated by force of Bank - and the capital of level 1 is one of the more gauges of strength - oriented bankers and analysts estimate that nobody wants to be the slowest to achieve.

"We have current peg Tier 1 common ratio of BofA Basel III 5.5% versus JPM and (Wells Fargo) (WFC.)"(N) to more than 7%, "said Jason Goldberg, a senior analyst of the fairness of Barclays Capital. "We wonder if this difference is sustainable."

By sustainable, fact Goldberg refers to whether shareholders will be the patient with BofA or any bank if there is a continuing large gap between her and her peers to the compliance of Basel III on the capital.

Pressure could come on a Bank stock if it seems to have a difficult time meeting the new capital requirements as quickly as his peers. This is because its slowness could imply that the Bank should retain more earnings and have less capacity to buy back shares and increase of dividend payments in the future.

"Banks must get there sooner," said a banker of Group of financial institutions to meet the Basel III directives in 2019. "It is because of the pressure of fairness on the banks to tell the market that they have the necessary capital." As we know there is a race between banks should not be described as having a problem with this. »

A bank would normally better off gradually new ratios of capital over time. "But in this environment, it is all the optics," said the banker of the fig "you have to say that you can get to advance levels, because the view is that it will make large customers, think of you as the most strong and better Bank to give their business to".

Although gaps of prices and routes a bank stocks are seldom correlated, bankers say enough noise around the stock has the potential to drip in the credit markets and cause a Bank funding costs to increase.

Goldberg to Barclays considers 'Capital redeployment of BofA' - giving shareholders value increases dividend and buyback of shares - "is now limited for the foreseeable future, in addition to his peers."

BofA has the ability to search the pace by maintaining earnings and accelerate the "mitigation", which is to shrink RWA and releasing capital through various measures.

Analyst Morgan Stanley Betsy Graseck, argues that BofA may get a ratio of equity Tier 1 common 10% Basel III by 2013 some time.

"Over the next three years, we expect 300 come from earnings, 110bp narrowing RWA, 110bp reduced capital deductions, 40bp to gain on the sale of the BCC (China Construction Bank)" and an another 40bp by other methods, said Graseck in a recent report.

It is not only of an unofficial race between competitors who put pressure on banks to obtain compliance of Basel III as quickly as possible.

The Bank for International Settlements (bis) said that banks should be advanced to meet the capital requirements more high before the beginning of the series of delays in implementation in 2013, as long as it does not affect the ability of the Bank to lend.

"Countries should speed up if their banks are profitable and are able to apply the standards without having to restrict credit," the basis of Basel BIS said in its latest annual report. The bis is the parent organization of the Basel Committee.

If they want to get immediately to 9.5% - minimum 7% and the G - SIB 2.5% Supplement they likely need - Barclays considers the Wells Fargo, JPM, Citi and BofA would need approximately $175bn of additional capital. It is forward in mitigation, they could take.

In fact, the largest banks could decide to have a 50bp extra shares of level 1 more than the minimum of 7% and the supplement of G - SIB likely 2.5%.

"In view of the need to have a room above the levels of capital required the potential volatility in other comprehensive income items, we are modeling these companies (Citi, BOFA and JPM) to a joint report of 1 target 10% level," said Keefe, Bruyette & Woods analyst in a recent report. It is this same Goldman Sachs and Morgan Stanley.

Basel III also calls for 1.5% additional non-common equity Tier 1, bringing total Tier 1 capital needs of the largest banks until a potential 11% and 11.5% eventually if they want to have the additional 50bp so that they're not skating on the edge of the minima.

The exact requirements and instruments that can be used to fill them, will be described by the Fed in the late summer and early fall when it planned to issue a regulation proposed banks on how we should implement Basel III.

The battle should then be based on the decision of the Fed to impose additional own funds.

The arguments will focus on the fact that the Dodd-Frank regulations will impose additional fees and anticompetitive constraints on American banks that their global competitors face currently. They are also likely to report that the United States in the calculation of the weighted risk assets is more stringent than what is in Europe.

"It is a pro-business Court," said Steven Shapiro, national legal Director of the American Civil Liberties Union, in assessing the 2010-11 term which ended Monday.
